GPAC Leadership

The Executive Board provides structural, financial and organizational support to the GPAC committees. This includes the establishment of a strategic plan and mission statement for the organization as well as updating and maintaining the GPAC Bylaws. In addition to providing structural support within GPAC, the Executive Committee represents the organization in the Graduate Professional Student Senate (GPSS) and USC Student Affairs to secure resources for its membership.


Victoria RochaLinkedIn Victoria Rocha
Victoria grew up and attended undergrad in the Biggest Little City in the World (Reno, NV), graduating with a BA in International Affairs, German, and Theatre. Upon graduation, she moved to Washington, DC for several internships in the federal government including in Congress for the Office of Senator Harry Reid and in Office of the Vice President in the Correspondence Department for the Obama Administration. After these internships and serving in AmeriCorps, National Civilian Community Corps, Victoria took a full-time position with Best Buddies International, a non-profit that serves people with intellectual and developmental disabilities. After four years with Best Buddies, Victoria decided to attend graduate school at the University of Southern California. Victoria loves to serve and build communities. She is incredibly excited to serve and represent Price MPA, MPP, and MNLM students for the 2016 – 2017 school year.

Ahmad DahdoulLinkedIn Ahmad Dahdoul

Ahmad Dahdoul is a second year Master of Public Policy student. Upon entering the program, Ahmad planned to pursue a specialization in public policy and communication but his experience as a Research Assistant at the Tomás Rivera Policy Institute has influenced him to focus instead on urban development issues. Ahmad received an undergraduate degree in Applied Linguistics with a minor in Public Affairs from UCLA in 2014. He is a JusticeCorps Alumnus and has held internships in the Offices of Senator Dianne Feinstein and Mayor Eric Garcetti. In his free time, Ahmad works at his family’s textile import business based in Los Angeles.

LinkedIn Kathryn Burke
Kathryn Burke is a second year Master of Public Policy candidate originally from Naples, Florida. After graduating from the University of Virginia, she taught fifth-grade in the Louisiana Delta with Teach for America. Dreaming of sun and sand, Kathryn left the land of sweet tea and cornbread behind and moved to Los Angeles to attend USC. She is most interested in public affairs and policy communication, pursuing the Advocacy Certificate at Price. Her ideal day involves a Trojan football tailgate and an IPA.

LinkedIn Felix Rodriguez
Felix is a second year Masters of Public Policy candidate with an interest in nonprofit management, fundraising, and education policy.  Growing up in a small town just outside of Houston, Texas, Felix worked on a cattle ranch and tended bar at night whilst earning his Bachelor of Arts in Political Science from the University of Houston.  He plans on returning to Houston to begin his career and give back to Houston in any way he can upon graduation.  When he’s not in class or at his internship, you can find him playing soccer or slinging drinks behind the bar.

Rachel HuguetLinkedIn Rachel Huguet
Rachel is pursuing a Masters in Public Policy and a Certificate in Sustainability and Business at USC. This past summer she split her time serving as a business consultant for the National Park Service on Fire Island, NY and the Alphaville Foundation in Fortaleza, Brazil. Prior to grad school Rachel was in the field of international development. Her experiences range from working on water, sanitation, and hygiene issues at the Bill & Melinda Gates Foundation to serving as a Rural Community Development Facilitator for the Peace Corps, Costa Rica. In addition to her role on GPAC Rachel serves as President of Price Women & Allies and the Programming Chair of Price Returned Peace Corps Volunteers. Whether at home or abroad, Rachel is passionate about creating sustainable, systemic change – and she believes that gender equality is a big part of that equation. She received her BA in International Relations from the George Washington University. Originally from the northwest, she loves good beer, strong coffee, and long hikes.

Safa is currently a second year MPP student. He was born and raised in the Bay Area and got his undergraduate degree from UC Santa Barbara. Prior to coming to USC, he worked at NGP VAN, a political software company based in Washington D.C., and for San Francisco Mayor Ed Lee.

Fiahna is a second year Master of Public Administration Candidate.  A Bay Area native, Fiahna is passionate about the intersection of entrepreneurship, public policy, and social innovation—ultimately exploring ways to use technology for good.
